Digital sovereignty for the energy sector: VIVAVIS and TelemaxX join forces to ensure the secure operation of critical OT applications

TelemaxX provides data centres, the OpenStack-based Sovereign Cloud and secure connectivity for V-Stack, VIVAVIS’s sovereign operating platform for OT applications in the energy sector – partnership sealed on 7 October

With NIS2, municipal utilities and energy suppliers are facing increasing demands on the operation of their critical systems – whilst at the same time facing a shortage of IT security specialists. This raises the question of who they should entrust with this operation and where their data actually ends up. VIVAVIS AG and TelemaxX Telekommunikation GmbH have provided a joint answer to this question through their new partnership: VIVAVIS is responsible for the V-Stack platform, security and service management, whilst TelemaxX provides the infrastructural foundation – data centres, public cloud and network connectivity – all managed in-house and entirely within Germany. The model deliberately avoids the use of international hyperscalers.

The collaboration was formalised on 7 October 2026 during a joint meeting: VIVAVIS board member Luis Goncalves and TelemaxX managing director Jan Lange sealed the partnership with a handshake.

What is V-Stack?

V-Stack is VIVAVIS’s leading operating platform for OT applications in the energy sector. It combines infrastructure, a container platform, networking, identity and access management, as well as centralised operations, monitoring and security services within a unified operational model aligned with ITIL and compliant with NIS2 requirements – for energy suppliers and KRITIS operators who no longer wish to operate their critical applications via a patchwork of individual contracts, but instead from a single source. The first OT application on V-Stack is the Smart Grid Operation Platform (SGOP) for the operation of low-voltage grids; further applications from the grid, metering, water and other sectors are set to follow. TelemaxX provides the infrastructure for this: data centre operations, the OpenStack-based TelemaxX Sovereign Cloud and the secure connection of customer environments – all operated in its own certified data centres.

What sets this partnership apart from other options

The market offers many combinations of software and cloud infrastructure – usually with international hyperscalers behind the scenes, whose jurisdiction, cost structure and availability are beyond the customer’s control. VIVAVIS and TelemaxX are taking the opposite approach: sector-specific operational expertise for energy OT meets physical infrastructure that TelemaxX wholly owns and operates itself – from the fibre-optic cable to the data centre. – A single jurisdiction: data, operations and liability remain entirely within Germany – no grey areas caused by foreign parent companies or the US CLOUD Act.
– Clear lines of responsibility: VIVAVIS is responsible for architecture, platform operations, security and service management on a one-stop-shop basis for the customer. TelemaxX is responsible for the data centre, cloud and connectivity, and manages this layer entirely.
– A certified foundation: ISO/IEC 27001:2022 for the data centre infrastructure (verified externally on an annual basis), EN 50600 Availability Class 3 and TSI.Standard V4.5 Level 3 (extended for the IPC-5 data centre), as well as EMAS and ISO 14001:2015 for all four data centres.
– A one-stop infrastructure solution: TelemaxX combines four of its own data centres with its own fibre-optic network, which spans around 2,400 kilometres – without relying on third-party providers within its own network area.
– An industry within its own group of shareholders: TelemaxX is owned by eight municipal utility companies in the region and the town of Stutensee – meaning that the energy sector is not only a customer but also a co-owner of the infrastructure.
– A secure supply chain: TelemaxX engages business partners through a binding code of conduct that includes the right to audit and an obligation to report security-related incidents – in line with the NIS2 requirements for the supply chain.

What this means for the operation of V-Stack

– Redundancy across multiple sites: The applications run in a redundant and highly available manner on the TelemaxX infrastructure, distributed across three TelemaxX data centres and connected via redundant network structures – designed to ensure continued operation in the event of a site failure.
– Energy tailored to the industry: TelemaxX operates its data centres using certified electricity from renewable energy sources.

VIVAVIS provides the systems that enable distribution networks to be controlled, whilst TelemaxX provides the infrastructure on which they are operated securely, with high availability and in a verifiable manner – from the fibre-optic network right through to the data centre. Both companies therefore deliberately refer to this as a partnership – rather than a supplier-client relationship.

Classification

The partnership comes at a time when many energy suppliers are already having to review their IT and OT operating models – not least because of the obligations arising from the transposition of NIS2 into German law. With the market launch of V-Stack in October 2026, municipal utilities and network operators will have access to an operational model in which the application, platform and infrastructure are provided by two partners with clearly defined responsibilities and are operated entirely in Germany.

Quotes

“Anyone operating critical infrastructure cannot leave data sovereignty to chance. In TelemaxX, we have a partner that owns and operates its own data centres, cloud services and fibre-optic network – and whose shareholders are predominantly municipal utilities. Building on this foundation, V-Stack can reliably safeguard our customers’ operations.” Luis Goncalves, CEO of VIVAVIS AG

“Municipal utilities are responsible for supplying entire regions. This responsibility requires an infrastructure where it is clear where the data is stored and who operates it. That is precisely what we provide for V-Stack: our own data centres, our own fibre-optic network, and an operations team in Karlsruhe. For us, availability is not a feature, but a basic requirement.” Jan Lange, CEO of TelemaxX Telekommunikation GmbH
